However, on Wednesday, Putin upped the ante of his rhetoric with changes to Moscow's opaque "nuclear doctrine," which could include responding to a massive launch of missiles or drones crossing its state border.
The decision to change Russia's official nuclear doctrine is the Kremlin's answer to deliberations in the United States and Britain about whether or not to give Ukraine permission to fire conventional Western missiles into Russia.
The threat was clearly aimed at discouraging the West from allowing Ukraine to strike Russia with longer-range weapons and appears to significantly lower the threshold for the possible use of Russia’s nuclear arsenal.
